International Cyberspace Liaison Officers represent U.S. Cyber Command (USCYBERCOM) and subordinate components to a key partner nation. As the Command’s representative in-country, a Liaison provides the high degree of functional policy analysis and planning expertise essential to coordinate and deconflict objectives, priorities, and strategies in support of the Command’s joint and combined operations. Liaisons lead, support, and shape USCYBERCOM engagements and interactions with the partner, and advise the Command staff on issues and initiatives impacting the partnership, interoperability, capability development, and cyberspace operations. USCYBERCOM leverages Liaison Officers to improve interoperability, information and intelligence sharing, exercises, and operational planning to enable the Command and partners to work together seamlessly to take full advantage of emerging opportunities.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by one year of 1) Formulating joint agency cyberspace plans to guide collaborative operations with external partners; AND 2) Leading international partners in the analysis of cyberspace operation strategies to resolve operational or policy issues; AND 3) Advising international partners on policy interpretations to ensure consistency and resolve issues.

Conditions of Employment:
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three-year trial/probationary period may be required.
• May be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be
required to work overtime.
• TDY may be required up to 10% of the time.
• Incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.
• The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence
scope polygraph exam.
• This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program. As a precondition and continuing
condition of employment, the incumbent of this position must, IAW Chapter 5, section II, paragraphs 5-8b and 5-8c(4) of AR 600-85 (The Army Substance
Abuse Program) and DA PAM 600-85 (Army Substance Abuse Program Civilian Services), Chapter 3, paragraphs 3-2e and f agree to submit urinalysis
testing on a recurring basis. The incumbent is required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical Under
the DA, Drug Free Federal Workplace Program.
• The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
• Must be able to obtain and maintain a valid U.S. Passport and a visa may be required.
• Theater clearance may be required.

• Locality pay may not apply in the overseas area.
• Selectee may receive certain foreign area benefits such as: Living Quarters Allowance or government quarters, home leave, etc. Selectees will have
eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and
DoDI1400.25 volume 1250.

able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230.
• This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
• This position is in the Professional Work Category at the Expert Work Level within the CES Occupational Structure.
• This position is in in Career Program (CP) 71, Cyberspace Effects.
