      The U.S. Cyber Command (USCYBERCOM) Cyber Plans, Programming, and Policy Advisor is the Command’s Liaison Officer to the Joint Staff. As the Command’s representative, the Liaison influences the development and implementation of DoW cyberspace program policy in support of the Command’s mission and objectives. Liaisons lead, support, and shape USCYBERCOM engagements and interactions with partner subject matter experts, senior leaders, and executives, and advise the Command staff on issues and initiatives impacting the partnership, interoperability, capability development, and cyberspace operations. USCYBERCOM leverages Liaison Officers to improve interoperability, information and intelligence sharing, exercises, and operational planning to enable the Command and partners to work together seamlessly to take full advantage of emerging opportunities.

      To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by one year of 1) Formulating plans to guide collaborative operations with external partners; AND 2) Analyzing national and departmental guidance for impacts on operational planning; AND 3) Advising senior leaders on policy interpretations to enable decisions and resolve issues.

      • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
      • Three-year trial/probationary period may be required.
      • May be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
      • TDY may be required up to 10% of the time.
      • Incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.
      • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
      • This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program. As a precondition and continuing condition of employment, the incumbent of this position must, IAW Chapter 5, section II, paragraphs 5-8b and 5-8c(4) of AR 600-85 (The Army Substance Abuse Program) and DA PAM 600-85 (Army Substance Abuse Program Civilian Services), Chapter 3, paragraphs 3-2e and f agree to submit urinalysis testing on a recurring basis. The incumbent is required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical Under the DA, Drug Free Federal Workplace Program.
      • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
      • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
